If a processor reaches ROM but not application code, or a memory interface works only sometimes, start with the boring truth first.
- Boot strap resistor values and measured logic levels
- Power-up timing and reset release
- Clock quality at the device pins
- Memory timing margins and trace assumptions
- Whether failures correlate with temperature, board revision, or supply ramp
